Although the highway could had been built recently by expanding the land to the ocean, I agree with ilikemaps. It is a little bit to close to the historic area.
The traffic going on North-South directions outside the city can quickly do it by the Capitol expressway. For the city's internal circulation, Coastal Highway only needs to be like highway=primary, I think.

Maybe get rid of coastal highway and replace it with a beach and a small tourist route and upgrade the inland roads following the metro, not sure how you'll make them go through all the way
